special weather statement in effect Explosive coastal development. A major system developing over the American East Coast will affect Quebec this week. Significant rainfall amounts along with above-freezing temperatures are expected on Wednesday and Thursday. As the ground is frozen and has a reduced capacity to absorb moisture, these conditions could lead to ponding of water on roads and other surfaces, as well as a significant increase in the flow and level of some rivers. This system will also bring strong to high winds, especially along shorelines. These winds could cause damage to trees or equipment, and could toss or blow away loose objects. On Thursday, the combination of high tide and strong southeasterly winds could produce breaking sea conditions over the eastern Gaspé Peninsula, Anticosti Island and the North Shore between Port-Cartier and Natashquan. Finally, a sudden drop in temperatures on Thursday could lead to a flash freeze, that is the quick or sudden freezing of ponded water on roads and other surfaces.
