special weather statement in effect Explosive coastal development. A major weather system developing over the American East Coast will affect the province of Quebec this week. Potentially significant rainfall amounts along with above-freezing temperatures are expected from Wednesday into Thursday morning. Heavy rainfall amounts are likely on roads and in other areas. A significant rise in the flow and level of some rivers is also quite possible. Winds associated with this system will be very strong, especially from Wednesday evening to Thursday morning. They could damage trees and some equipment. Small, loose objects could be tossed or blown away. Lastly, falling temperatures on Thursday morning could freeze ponded water on roads and other surfaces, making some roads slippery.
