special weather statement in effect Explosive coastal development. A major weather system developing over the American East Coast will affect Quebec this week. Possibly significant rainfall amounts along with temperatures above the freezing mark are expected Wednesday through Thursday morning. Heavy rainfall amounts are likely on roads and in other places. A significant rise in the flow and level of some rivers is also possible. Moreover, winds associated with this system will be very strong, especially from Wednesday evening to Thursday morning. They could damage trees and some equipments. Small, loose objects could be blown away or tossed. Finally, a drop in temperatures on Thursday morning could cause the ponding water on roads and surfaces to freeze, making some roads slippery.
