special weather statement in effect Explosive coastal development. A major weather system developing over the American East Coast will affect Quebec during the week. Following the snowfall event on Tuesday, precipitation will gradually change to rain on Wednesday. A period of freezing rain is possible during the transition, making roads locally slippery. Significant rainfall amounts along with temperatures above the freezing mark are expected on Wednesday and Thursday. These conditions may cause water to accumulate on roads and inland as well as a significant rise in the flow and water level of some rivers and streams. In addition, winds associated with this system will be strong to high, especially along the shorelines. Loose objects could be tossed or blown away the winds. On Thursday, the combination of high tides and strong southeasterly winds could produce breaking sea conditions over the eastern Gaspé Peninsula, Anticosti and the North Shore between Port-Cartier and Natashquan. Finally, a sudden drop in temperatures on Thursday could lead to a flash freeze or a sudden freeze of standing water on roads and surfaces.
