For the Extreme Cold Watch, dangerously cold wind chills as low as 10 below possible in the higher terrain areas and as low as zero to 5 below possible in the lower terrain areas. * WHERE...Portions of southeast New Mexico and southwest and western Texas. * WHEN...For the Cold Weather Advisory, until 9 AM MST /10 AM CST/ this morning. For the Extreme Cold Watch, from late Monday afternoon through Tuesday morning. * IMPACTS...Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. An extended period of freezing temperatures could cause ruptured water pipes. Remain indoors if possible. Cover all exposed skin and limit time outside if you must go out. Dress in layers including a hat, face mask, and gloves. Cover outdoor faucets. To prevent water pipes from freezing wrap or drain or allow them to drip slowly. Bring pets indoors, or ensure that they have warm, dry shelter. Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves. Make sure outdoor animals have a warm, dry shelter, food, and unfrozen water.
