In Texas, Eastern/Central El Paso County. * WHEN...For the Blowing Dust Advisory, from 3 PM to 9 PM MDT Thursday. For the High Wind Warning, from 6 PM Thursday to noon MDT Friday. * IMPACTS...Hazardous driving conditions due to reduced visibility. Strong gusty winds could cause structural damage and will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Persons with respiratory problems should make preparations to stay indoors until the storm passes. Be ready for a sudden drop in visibility to near zero. If you encounter blowing dust or blowing sand on the roadway or see it approaching, pull off the road as far as possible and put your vehicle in park. Turn the lights all the way off and keep foot off the brake pedal. Remember, 'Pull Aside, Stay Alive'. Remain in the lower levels of your home during the windstorm, and avoid windows. Relative humidity in the lower teens will exist for several hours in south-central New Mexico and far west Texas. Winds will peak during the late- afternoon hours, with gusts up to 50 mph. ERC values are well above average for early March. Fire danger will be critical due to these weather conditions.. * TIMING...Thursday afternoon and evening. * WINDS...Southwest 20 to 30 mph with gusts up to 45 mph. * RELATIVE HUMIDITY...As low as 8 percent. * EXPERIMENTAL RFTI...3 to 5 or Near Critical to Critical. * IMPACTS...any fires that develop will likely spread rapidly.
